Since the incident of the 3rd April in the Japanese Concession at Hankow, defensive preparations have been going on on both sides as if a great struggle were impending. In the Japanese Concession barricades of sand bags have been built, guns and field pieces put in position, electrified barbed-wire entanglements erected and the strictest possible guard is being kept.
In Chinese territory troops, police, and labour pickets have also been posted at frequent intervals to patrol different sectors. At night time the Japanese gunboats employ
their search-lights, causing much uneasiness in the minds of
the people. Though negotiations have been going on day after
day, yet no settlement could be conveniently reached. Many movements have been promoted by organisations in Wuhan to oppose
the Japanese in foreign affairs, such as the Commission to
support our case in the matter of the incident of April the 3rd
etc., and the particular mootoes and slogans they have chosen
have been such as "Recover the Japanese Concession", etc.
etc. But
though more than 20 days have already elapsed there has hitherto
been no sign of a settlement.
Now however some tendency has suddenly been revealed to
arrive at a settlement. Few would be willing to give much
credit
